The RecordExhibit 108
Tying counterterrorism grants to election changes
Ruled unlawfulLast checked Oct 1, 2026
Ruled unlawful means: A court ruled against it. Some rulings are on appeal.
The administration tried to withhold 20% of states' federal counterterrorism grants unless states and certain cities changed how they run elections.
What happened
The grants, about $1 billion a year, help cities prepare for and prevent terrorist attacks. Challengers said the required election changes would disenfranchise eligible voters.
Where it stands
On Sept. 28, 2026, Judge Amir Ali ruled the conditions exceeded the administration's power over elections and struck them from the grant applications.
The administration's side
The administration tied the conditions to its push against voter fraud.
