What happened
He didn't rule out sending U.S. troops to do it. Egypt, Jordan and other Arab states rejected the idea.
Where it stands
A former UN special rapporteur called the plan profoundly illegal. Forcibly transferring a civilian population violates the Geneva Conventions and the Rome Statute.
The administration's side
Trump framed it as a redevelopment plan that would create jobs and housing.
