Troops into American cities over governors' objections

Ruled unlawfulLast checked Sep 30, 2026

Ruled unlawful means: A court ruled against it. Some rulings are on appeal.

Trump federalized National Guard troops for deployments in several cities, including 300 Illinois Guard members called up for the Chicago area.

What happened

The deployments targeted places with protests against immigration raids. Two lower courts rejected his claim that protests near Chicago amounted to a rebellion.

Where it stands

On Dec. 23, 2025 the Supreme Court refused to let the Illinois deployment go ahead, saying the government had not identified any authority allowing the military to execute the laws there given the Posse Comitatus Act. Justices Alito, Thomas and Gorsuch dissented.

The administration's side

The White House says the troops were needed to protect federal officers and property from violent attacks.
