Freezing Harvard's research money after it rejected his demands
Ruled unlawful means: A court ruled against it. Some rulings are on appeal.
The administration froze roughly $2 billion or more in Harvard research grants after the university rejected its list of demands.
What happened
Other schools settled instead of fighting: Columbia agreed to pay $220 million and Brown $50 million to get their funding back.
Where it stands
Judge Allison Burroughs ruled in September 2025 that the freeze violated the First Amendment and federal law, writing that antisemitism had been used as a smokescreen for an ideologically motivated attack on universities. The administration appealed.
The administration's side
The White House said Harvard has no constitutional right to taxpayer dollars and called the judge an activist.
