A 23,000-troop National Guard force for civil disturbances

Under an August 2025 executive order, every state's National Guard was told to stand up a quick reaction force trained in riot control, more than 23,000 troops in all, ready by Jan. 1, 2026.
What happened
A quarter of each force can deploy within eight hours and all of it within a day. Trump has repeatedly threatened to invoke the Insurrection Act, including during the Minnesota surge. That law would let federal troops do the kind of policing the Posse Comitatus Act normally forbids. In the same Oct. 1 Time interview, Trump said he could use the Insurrection Act and that a lot of people think he should.
What to watch for
Any invocation of the Insurrection Act, and any use of these units around protests or the elections.
The administration's side
The executive order says the forces are for quelling civil disturbances and ensuring public safety and order. Guard units in every state already keep reaction forces for emergencies.
