What happened

Democratic appropriators counted at least $430 billion blocked by spring 2025. Targets ranged from EV chargers and libraries to PEPFAR, where less than half of the $6 billion Congress set aside for HIV programs was slated to go out.

Where it stands

The Government Accountability Office ruled that withholding EV-charging and museum-and-library money violated the Impoundment Control Act, and it has opened 46 impoundment investigations. Courts have ordered funds released in several cases.

The administration's side

Budget director Russ Vought argues the Impoundment Control Act itself is unconstitutional and has said GAO shouldn't exist.
