Trump accepted a Boeing 747-8 from Qatar's rulers to fly as Air Force One, with ownership passing to his presidential library foundation before he leaves office.
What happened
The Constitution's Emoluments Clause bars federal officeholders from accepting any present from a foreign state without the consent of Congress. Taxpayers then spent $400 million retrofitting the jet, which entered service in July 2026; reporting found it still lacked the old plane's antimissile defenses. Later that month Trump said the jet was being taken out of service to be 'maxed out' with upgrades, after the Secret Service reportedly advised him not to use it on an overseas trip. Critics, including some conservatives, raised security and foreign-influence concerns, noting the Trump Organization's growing business in the Gulf.
Where it stands
Congress has not consented. Lawsuits over emoluments in his first term ended as moot once he left office. On Oct. 2, 2026, Law360 reported that a press freedom organization is trying again to force the Justice Department to release the legal opinion, signed by then-Attorney General Pam Bondi, that allowed Trump to accept the jet.
