The RecordExhibit 26
Cancelling research on minority and LGBTQ health
Mixed rulings means: Courts have ruled both ways on parts of it.
NIH terminated hundreds of grants tied to diversity or gender identity, including studies on breast cancer, Alzheimer's, HIV prevention, depression and suicide.
What happened
Many of the cancelled grants studied health problems that hit minority communities hardest, and some were programs Congress had specifically required.
Where it stands
Reagan-appointed Judge William Young ruled the cuts void and illegal and said that in 40 years on the bench he had never seen government racial discrimination like it. In August 2025 the Supreme Court, 5 to 4, put on hold his order to restore the grants, saying such claims likely belong in the Court of Federal Claims, while a separate majority left in place his ruling against the guidance behind the cuts. STAT reported that NIH had by then restored more than 2,000 terminated grants and did not reverse course afterward. As of early 2026, the question of whether researchers must take their claims to the claims court was before the First Circuit Court of Appeals.
The administration's side
The administration says it is ending DEI and gender-ideology research it considers discriminatory and wasteful.
