The State Department stopped issuing immigrant visas to citizens of 75 countries, including Afghanistan, Iran, Russia and Somalia, deeming them likely to need public assistance.

What happened

Consular officers were told to refuse applicants rather than judge individual cases.

Where it stands

Judge Jeannette Vargas vacated the policy in August 2026, calling it patently unlawful and beyond Secretary Rubio's authority.
